As the small and medium enterprises face to the globalization and generation alternation of their managers，the emerging problems matter with the most of them．However，they neither have little management resources nor deal with problems．This is why，they can’t take appropriate reactions and are even in danger of their business continuances. In order to visualize a business management, the author developed “the Self Assessment (SA) Sheet” which enable them to make up with the lack of their ability about its size or quantity, and will ensure the management improvement. This paper, based on some surveys on economic and industrial stream and the author’s experiences, verifies the problems in accordance with the business realities, and proves the developing process of the SA Sheet which can evaluate and grasp their business strong/weak points. Then this research examines the evolutional points of the SA Sheet through a couple of trial case studies，and concludes that the SA Sheet facilitates company managers infiltrate their fundamental values and ethic of internal control, and that they finally realize the administrative improvements in their business. In addition, the continuation use of this SA Sheet enables the small and medium enterprises to actively improve their own initiative. The management problems shall be obvious through scored gaps among the raters, and successive changes occur in each item. The members keep on checking their problems，and their continuous improvements be repeated, then the small and medium enterprises can raise up the basic management skills and increase their sustainability. Today Japan faces the population decrease and the local decline, but a continuation possibility of existing companies rise，and the place where young people work as a bearer in an area increase，it’s possible to plan for activation in an area．To ensure the region activation, staffs of regional financial institutions have to support enterprises as primary consultants with continuously using the SA Sheet. 2 In addition, these communications with them also enable to cultivate current managers and next successors.
