On the other hand, however, Samoa has had to rely on some kinds of development assistances, and the relationship with New Zealand has been emphasized. Samoa received considerable infl uences from New Zealand in curriculum development. For example, Samoa’s “National Curriculum Policy Framework” developed in 2006 has the similar structure to the “New Zealand Curriculum Framework” developed in 1993. The similarities can be observed in“essential skills”. However, the curriculum was not transplanted from New Zealand as it is. Samoa’s uniqueness can be seen, for example, in Samoa’s cultural skills, such as “attributes” and “aesthetic judgment”. The structure is also close to the current New Zealand curriculum, such as “essential skills”, “learning areas” and “value”. However, the curriculum of key competencies was not introduced. Samoa is a small island country and its relationships with the international communities cannot be ignored. While pursuing the uniqueness and tradition of Samoan education, Samoa needs to align with New Zealand education. Samoa is a country sending a large number of immigrants to New Zealand.
