According to an investigation by the Ministry of Education, Culture, Sports, Science and Technology, it was reported that despite there being 33,470 foreign schoolchildren who are in need of Japanese language instruction today— which is approximately 50% higher than the figure seen ten years ago—around 20% of these children are not able to receive Japanese language instruction, supplementary lessons for subjects, or any other form of special instruction.
