According to the Guidelines, “openness toward society” is a key educational outcome that extends across the local, the national, and the global. Under the name Experiential Education, a similar concept was proposed in the inter-war years by the German educator Kurt Hahn, who also used the phrase “openness toward society”, conceived of it as having the same extent, but viewed it from a very different perspective. Hahn, dismayed by the desolation that followed World War I, aimed to imbue the next generation with a sense of responsibility and a readiness of cooperation toward the local, the national, and the global. However, unlike today’s Japanese Curriculum Guidelines, Hahn did not envisage a progression from the citizen of the country to the citizen of the world. Instead, Hahn, a self-proclaimed pragmatist, defines local, national, and global service as parallel key outcomes of Experiential Education, building on the view of virtue proposed by a co-founder of American pragmatism, William James. More recent American pragmatists such as Richard Rorty differ from James in their view of virtue in the global era, assuming a more complex relationship between the citizen of the country and the citizen of the world. This paper compares and contrasts the discourses on world citizenship among Hahn’s contemporaries versus the present-day discourse, while seeking to clarify the distinctive extent of “openness toward society” in Japan today.
