 note = {application/pdf, 本研究の目的は、災害時要配慮者に配慮した円滑な避難所運営を、住民主体で実施できるようにするための支援方法を構築することであった。要配慮者を考慮した避難所運営および地域防災に必要なノウハウを育成するためのプログラムを作成し、行政と連携して地域住民を対象にプログラムの実施と評価を行った。結果、地域住民の避難所運営および防災に必要な知識と技術のレベルが高まった。また、高齢者および災害時要配慮者の防災力に必要な災害準備力、避難所における健康管理に関する知識、避難のための下肢の運動能力が向上した。さらに、本プログラムが効果的・継続的に運用されるために、行政、大学、住民の連携体制を整えた。, The purpose of this study is to establish a support method for local residents to manage evacuation center in consideration of vulnerable people requiring assistance in times of disaster. First, we created a program on know-how necessary for evacuation center management and regional disaster prevention in consideration of vulnerable people requiring assistance in times of disaster. Next, in cooperation with the city administration, we implemented a program for local residents and evaluated the effectiveness of the program. As a result, the level of knowledge and skills required for evacuation center management and disaster prevention for local residents has increased. In addition, the vulnerable people's disaster preparedness, knowledge of health management in evacuation center, and lower limb motor function improved.
