In this paper, firstly we reviewed previous VFS programs and the background. We also explained how it has been changed through many experiences including COIL during COVID-19. The new VFS course introduced online exchange learning into classes before going to Vietnam. Secondly, we analyzed the syllabus including targeted students, goals and objectives of students' learning, and credits as the course, then, we examined the significance of this program as a course. In previous VFS, we had implemented the programs with contents that were enough to do as university courses. However, it has now become possible to evaluate students' efforts in the courses.
