| 内容記述 | 元来、政治学教育の方法論は、アクティブ・ラーニングに触れても、問題解決学習（PBL）を十分掘り下げてはこなかった。また、実際にPBL を扱った数少ない事例においても、教員が学部生に研究事例を提示する形が多くを占めている。かかる状況と一線を画し、本稿は、あくまで学生が研究テーマを「発見」し、掘り下げるアプローチを想定する。すなわち、研究の全工程を学生グループが試みるには、どのようにPBL を運営するのか検討を加えたうえで、それに付随する諸課題を浮き彫りにしていく。 学生たちは、新聞、ニュース、インターネットなど身近な媒体を経由しながら、分析する事例を発見する。けれども、ようやくテーマ設定に達した学生たちの前には、小さくない問題が待ち構えている。すなわち、いかなる史資料を用いて検討を重ね、分析の視点をどこに求めるのか。前者については、新聞各紙が最も使用されているところだが、国会議事録やオーラル・ヒストリーを組み合わせれば、より高い確度で事実関係を再構成し、バイアスから距離を置く効果も見込まれる。後者については、グレアム・T・アリソンの手になるEssence of Decision が手掛かりとなる。アリソンが描いたのは、選択肢をめぐるアクター間の駆け引きである。この点を学生に意識させれば、5W1H を用いた選択肢の検討、因果関係に基づく推論へと道が拓かれてくる。 とはいえ、本稿は、さらなる課題も浮かび上がらせている。政治学が他分野との結び付きが強い領域である以上、それらとの関係を絶えず再定義する営みが求められるが、いまだ緒に就いたに過ぎない。それに、政治学固有のアプローチなどを解する専門指導者の確保も、長らく片隅に置かれたままである。かかる点への対応が、より効果的なPBL 政治学を構築するうえで求められよう。 |

| 内容記述 | Originally, the methodology of political science education did not necessarily consider include Problem-Based Learning (PBL) when it came to active learning. In addition, even in the few cases that actually adopted PBL, most are faculty members presenting research cases to undergraduate students. In contrast, this paper envisions an approach in which students themselves discover and investigate research themes. In other words, we will consider PBL and highlight the issues for the student group to try the entire research process. Students discover cases to analyze through familiar media such as news, and the Internet. However, some problems can arise for students who reach the theme setting. For example, what kinds of historical materials should be used for repeated studies, and from what perspective should the analysis be conducted? For the former, newspapers are most frequently used, but if students combine the official report of parliamentary debates and an oral history, the expected effect would be a reconstruction of facts with a higher accuracy and less bias. For the latter, a clue can be found in Graham T. Allison's Essence of Decision, which drew a bargain between actors over choices. When the faculty member makes students aware of these points, it will open the way for them to study options using the Six Ws and inference based on causal relationships. This article also highlights additional challenges. Since political science is an area with strong ties to other fields, it is necessary to constantly redefine the relationship with such fields. However, this process has only just begun. Moreover, fostering professional leaders who understand the approaches peculiar to political science is not a priority. Responses to these points are critical for building more effective PBL in politics. |
