| 内容記述 | The implementation of Japan’s Curriculum Guidelines promoting “openness toward society” began in elementary schools in April 2020 and was fully introduced across all grade levels, including upper secondary schools, by April 2024. According to the Guidelines, “openness toward society” represents a central educational goal that encompasses local, national, and global dimensions. To realize this aim, schools are expected to provide pupils with opportunities to engage in problem-based learning activities that contribute to society. This paper examines the current status and challenges of problem-based learning activities through the lens of citizenship in a globalizing society. First, it reviews pioneering example of problem-based learning activities with a focus on global citizenship at Schule Schloss Salem, founded in 1920 in Baden, Germany, as an upper secondary school in the spirit of the New Education Movement. Second, it analyzes the distinctive features of the mandatory subject “public (kōkyō)” in relation to citizenship education. Third, it investigates the status and issues of problem-based learning activities in Japan by examining the approaches and recommendations presented in twelve authorized textbooks of the mandatory subject “public”. Finally, it considers strategies for more effectively promoting problem-based learning activities from the perspective of global citizenship, emphasizing through multilayered perspectives “openness toward society” as a foundational framework that integrates local, national, and international engagement. | |||||||||
