For buildings whose function is crucial in the immediate aftermath of a severe earthquake, protection from collapse alone is not enough. Communication centers, hospitals, rescue services, and other vital public utilities require greater protection. Contents as well as the structure must be undamaged. This extra protection cannot be achived by strengthening the structure. A fundamentally different approach is required, where the problem is dealt with at the source. That is, the forces due to earthquake motions must be prevented from entering the structure. Base isolation is a design strategy founded on the premise that a structure can be substantially uncoupled from damaging horizontal components of earthquake motions, significantly reducing levels of acceleration and force in the structure.
