With this purpose, the author attempts to discuss the most desirable manager and/or operator of this program, and to examine the present condition and the future tasks concerning the application of GIS  (Geographic Information System) to efficient farmland use, and then to introduce advanced programs of GIS operated by the Land Improvement Districts (LID). The main conclusion is that the most desirable manager of GIS is the LID with irrigation facilitics from the aspect of human resources, although nowadays few LIDs succeed in constructing a consolidated network system.
