This characterization has been formed over a long history. In this paper, we attempt to explain the cultural background of this phenomenon in terms of the interpersonal relation present in Japanese rural communities. For this purpose, we introduce some sociological concepts; unanimous rule in the decision-making, the notion of democracy in the rural community, the delicate balance of mutual trust and mutual suspicion, and so on. Noteworthy in this context is that co-operative associations at the initial stage were initiated by the upper class of farmers, the \"landowners and owner farmers\" (Jinushi Tazukuri Keiei) and \"landowners living in the rural community\" (Zaison Jinushi). However, their improper management of co-operatives led to a decrease in the social influence of landowners living in rural communities and to a reinforcement of restrictions on co-operatives by the government sector.
