Many preferential policies have been made for boosting incomes of these rural poor people. The state also emphasized that more attention must be paid to preserve the ecological environment when carrying out the poverty alleviation projects so as to make the development be a sustainable one. The purpose of this paper is to illuminate the effects and the roles of fiscal and financial policies which are specially designed for the sustainable development in poor areas of rural China. In order to acquire a better understanding, we conducted the fieldwork in Sangzhi-County (Hunan-Province, the Midland China) which is a state-designated poverty zone.
