China has experienced market economy reform for more than 20 years, but the reform has not built up a good credit system. Enterprises are the principal part of the market economy, and credit is the key to the development of their business. In China, the small-medium enterprises (SMEs) are now rapidly developing and contributing an increase of national income. However credit problems have become the serious obstacle when these enterprises are financed for the sake of their development. Given the fact that China accelerates the market economy and globalization after joining the WTO, a long road to build an efficient and effective credit system still remains. This thesis starts from an analysis of the SMEs' financing and credit guaranteeing system, where we are discussing the cause of credit problems and the current situation of credit system. Afterward, we propose that many problems should be resolved by reforming legislation foundation, consummating credit management system, and enhancing the credit management of SMEs.
