Factors which contribute to the establishment of the new business entity are as follows; (1) The development of a wide and stable labor market. (2) Although land values are high, temperate demand payment of rent by small land lords who have stable occupations besides agriculture. (3) Policy for gathering cultivated land into viable core-farms. (4) Putting subsidies to practical use. (5) Coordination by agricultural cooperatives, etc., of rental relationship between viable core-farms and small landlords. (6) Increase of the reliability of viable core-farms. (7) Presence of a competent leader and many talented men in agricultural related organizations. This last factor mainly is rooted in the historical and cultural background of the area. Accordingly, this factor is more specific and characteristic.
