Educational values consist of three categories: ideal teachers, ideal students, and ideal education. The research was conducted using an open-ended question format questionnaire. 76 respondents participated in this study. They consisted of 25 foreign students from lO countries, 15 Japanese students, and 36 Japanese language teachers. The content analysis of the responses yielded the following results : (1) the belief of ideal teachers which was divided roughly into the teachers' attributes and their attitude toward students. The former consists of 4 dimensions : specialty, passions, personality and teaching skills. The latter consists of 2 dimensions : harmony and authority. (2) the belief of ideal students which was divided roughly into students' attributes and their attitude toward teachers. The former consists of 2 dimensions : learning motivation and social norms. The latter consists of 2 dimensions : independency and openness.
