In Japan, the increasing demand for timber in line with economic growth and the demand for multiple public interests have been met by creating plantation forests, while taking into consideration the principle of conservation. Currently, there is a contradiction in forestry with increasing demand for timber and the rising usage of forests, sustainability goals of forest management techniques such as thinning, and the reforestation after clear cutting has not been resolved. In a rapidly changing society where trends, information, and knowledge in the world are rapidly developing and becoming obsolete, “knowledge to utilize knowledge (metacognition)” is necessary, and it is a required necessity to cultivate the ability to become a leader, not a follower of knowledge. The purpose of this paper is to examine how the platform for regional cooperation that supports forest volunteer activities has affected the ability development of university students, and to clarify its effectiveness. One of the characteristics of capacity development in forest volunteer activities is that a series of activities of thinning work influences “ability to approach working power” on the premise of fostering subjectivity. Thinning work is effective for the “ability to work as a team” based on the “activity content factor” in the principal component analysis, and meeting activities has provided opportunities to come into contact with diverse values and ideas of colleagues, and has effectively shown competency growth on leadership skills and critical thinking. This capability of ability development is considered to be a characteristic of the activities in the platforms with participants having different and diverse purposes.
