| 内容記述 | 本稿では、太平洋諸国のうち7 か国で実施されていた地域共通の後期中等教育資格試験（PSSC）が2013 年に廃止され、各国が独自の試験を実施するようになった転換点に着目しつつ、そこにはどのような背景があり、どのように変容してきたのかを明らかにする。この背景については、ニュージーランド大学入学（NZUE）試験からの脱却、PSSC の質的改善、各国による独自の試験の導入という流れから捉えることができる。1985 年にニュージーランドがForm6 でのNZUE 試験を廃止したことにより、ニュージーランド等の大学に進学を希望する太平洋島嶼国の生徒が同試験を受験できなくなった。これが原因となって地域共通のPSSC が開発されることに繋がっていった。次にPSSC は対象国のForm6（Year12）段階で実施されるようになったが、各国は中等教育の整備を進めるとともに、PSSC も内部評価を導入することで質的向上が図られ、PSSC 実施のための研修も行われた。こうした中、2013 年以降にPSSC に替わる試験が各国内で作成されるようになったが、各国での試験教科の種類や筆記試験の内容からは、PSSC との連続性と独自性が見られる。これらからPSSC の廃止は、地域共通試験からの脱却ではなく、PSSC の継承であり、その上での各国独自のローカル化が図られていると考えることができる。 | |||||||||||

| 内容記述 | This article aims to explain the contexts and backgrounds in a turning point of the secondary education certifi - cate system in Oceania, that is,the abolishment of the Pacifi c Senior Secondary Certifi cate (PSSC) examination in 2013, which had been implemented in common in Kiribati, Nauru, Samoa, Solomon Islands, Tuvalu, Tonga, and Vanuatu. This study tries to analyze what factor contributed to this and how the system has been transformed. The background will be understood in terms of following the three points: a breakaway from dependence on the New Zealand University Entrance (NZUE), the PSSC quality improvement, and the replacement with country-driven examination. Firstly, the New Zealand decision to abolish the NZUE of Form 6 in 1985 affected Pacifi c island countries. As a result, those students could not sit for examination to enter into universities in New Zealand and other countries. This led to developing the PSSC, a uniform examination launched by SPBEA, a regional body in the fi eld of education. Secondly, the PSSC was taken at Form 6 (Year 12) in those countries. SPBEA began to improve the quality of examination and to introduce Internal Assessment into the PSSC. SPBEA also provided training programs for teachers and administrators to effectively implement the PSSC. At the same period, each country tried to improve the secondary education system. Following this historical stream, these countries replaced the PSSC with their own examinations in 2013. This study analyzes newly introduced examination subjects in each country and contents of paper examinations and fi nds some continuity from the PSSC and originalities in each country. Finally, this study tries to conclude that the abolishment of the PSSC does not mean a breakaway from the regionally unifi ed examination, but an educational inheritance from the PSSC on which each country seeks to localize the secondary education. | |||||||||||
