| 内容記述 | 社会問題は二重の意味で複雑な現象である。第一に、社会問題は、その因果関係が複雑である（記述的な複雑性）。社会問題を引き起こす原因は多様であり、それを解決しようとするいかなる社会政策も意図せざる（ときには逆機能的な）結果を引き起こす。第二に、社会問題は、複数の評価基準の競合をともなう（規範的な複雑性）。価値が多元化した現代社会では、ある状態を「解決すべき状態」と評価する者がいる一方で、同じ状態を「維持すべき状態」と評価する者もいることが通例である。そのため、かりにある状態について、その原因や結果に合意できたとしても、その状態が「社会問題」であるか否かにも合意できるとは限らないのである。本稿では、社会問題の複雑さを解きほぐすため、「論証マップ」という図解法を提案する。論証マップとは、政策ディベートにおいて肯定側や否定側が取る指し手をノード、指し手と指し手の論理的な関係（支持関係または対立関係）をリンクとするネットワークである。論証マップで表現可能な指し手は、別途用意された穴埋め式の台本によって定義される。したがって、必要な指し手を追加すれば、原理的にはどのようなタイプの議論でも図解することができるが、標準的な指し手は、「問い」「答え」「予測」「評価」「攻撃」「防御」、および、その他の補助的な指し手（「定義」「プラン/ カウンタープラン」「例証/ 反証」）からなる。社会問題の記述的および規範的な複雑性は、因果関係をあらわす「予測」と、評価基準をあらわす「評価」を使い分けることで、論証マップで図解することができる。 | |||||||||||

| 内容記述 | Social problems are complex phenomena in two senses: descriptive and normative. First, in a descriptive sense, social problems involve complex causality.They are generated by various causes, and any social policy that is intended to solve them can result in unintended, even dysfunctional effects. Second, in a normative sense, social problems involve conflicts of interest. In a pluralistic society where different values co-exist, there are almost always two (positive and negative) sides to any social conditions. One would evaluate them as “to be solved,” while the other would evaluate them as “to be maintained.” Therefore, even if we can agree on the causes and effects that are involved in some social conditions, it does not necessarily mean that we can also agree on whether they are “social problems.” In this paper, the author proposes a diagramming method, named “Argumentation Mapping,” to disentangle the complex nature of social problems. Argumentation Mapping consists of nodes, and each node represents an argumentative move that is taken by proponents and opponents of the debate on social policy, while the links between the nodes represent the logical (supporting or conflicting) relationships of their moves. Possible moves in Argumentation Mapping are separately specified by fill-in-the-blank scripts. Thus, in principle, any types of argument can be diagrammed in Argumentation Mapping by adding adequate moves. However, the standard set of moves includes Question, Answer, Prediction, Evaluation, Attack, Defense, and some other complementary submoves (Definition, Plan/Counter-Plan and Evidence/Counter-Evidence). The descriptive and normative complexity of social problems can be diagrammed in Argumentation Mapping by properly using the Prediction move, which represents causality, and the Evaluation move, which represents conflicts of interest. | |||||||||||
