| 内容記述 | Basic transformation of environmental policy is now in progress. I discuss in this paper how to manage the local environment and how to construct an environmental information system by the way of forming a new paradigm (framework). I set the new framework from two points, i.e., 1) the change in the role of four groups of participants (citizens, companies, administration and scholars) and the relations among them, 2) transition from administrative management of local environment to community management. The latter is the system in which the above four groups play to the fullest of their ability and get more satisfactory results by their collaborative (partnership) relationship. It is necessary for our community to enact innovative reform of the environmental information system, both during the design process and during utilization. | |||||||||

| 内容記述 | 環境基本法，環境基本計画策定以降日本の環境政策は変化の途上にある。地方自治体においても地域環境政策 の基本的な転換を模索中であるが，必ずしも，新しい諸施策が首尾一貫した関連性を持ってうち立てられてはい ない。本稿は新しいパラダイム（枠組み）から諸施策の有機的な連関を探り，整合性のとれた政策体系の青写真 を描くことを目的としている。本稿では，新しい枠組みを「地域環境の行政管理から社会（コミュニティ）管理 への転換」と名付け，「本来地域環境改善の当事者である市民，企業，行政，研究者が，今まで発揮されていな かった潜在能力を相互に生かし合い，お互いの関係の中で従来の「行政管理」より飛躍的にレベルの高い地域環境改善効果を上げるシステムである」と特徴づけた。そのシステムにあっては，社会的諸主体は自主性・自律性を要求されると同時に，環境情報を共同で形成し，共同で利用する条件が形成されるペきである。各主体が自発的な役割を発揮しながら，「社会的有用データベース」 を形成・利用していく事業，もしくは運動が企画されなければならない。その論点の概要を提起した。 |
