| 内容記述 | The purpose of this paper is to present the management practice of mobilizing and consolidating tenancy rights, which is suitable for post‐modern societies, that is high‐level information socicties. With this purpose, the author attempts to discuss the most desirable manager and/or operator of this program, and to examine the present condition and the future tasks concerning the application of GIS (Geographic Information System) to efficient farmland use, and then to introduce advanced programs of GIS operated by the Land Improvement Districts (LID). The main conclusion is that the most desirable manager of GIS is the LID with irrigation facilitics from the aspect of human resources, although nowadays few LIDs succeed in constructing a consolidated network system. Instead of subsidizing agricultural co-operatives or local agricultural associations, a large quantity of subsidy should be devoted to LID for the sake of successful management of efficient farmland use with the help of GIS. | |||||||||

| 内容記述 | 本稿の目的はポストモダンの社会（高度情報化社会）に適合する農地流動化とその管理システムの実際的方法を提示す ることである。この目的のために，われわれは，このシステムの最適な管理者ないしオペレーターを議論し，効率的な農地 利用に対するGIS適用に関する現状と課題を調査し，土地改良区によって運営されているGISの先進的な取り組みを紹 介しようとする。その主要な結論は，現在わずかの土地改良区しか統合ネットワークシステムの構築に成功していないが， GISの最適な管理者は人的資源の点からみて水利施設を持った土地改良区であるということである。効率的な農地利用の 管理を成功させるためには，農協や農業委員会を補助する代わりに，多くの補助金が土地改良区に投じられるべきである。 |
